Matter relates to transfer of the petitioner from one district to another. Petitioner made off-line application before the concerned authority on 28th February, 2025 seeking transfer on general ground.

Grievance of the petitioner is in spite of preferring transfer application in the month of February, 2025 till date same has not been decided by the concerned respondent authority.

Respondents are represented by learned advocates and it is submitted that due to suspension of Utshasree portal decision could not be taken.

Since it is inter-district transfer from one primary school in Pashim Medinipur to another primary school in Purba Medinipur, transfer application needs to be decided finally by the West Bengal Board of Primary Education.

The Sub-Inspector of Schools of the concerned circle is directed to forward the transfer application of the petitioner along with necessary endorsement to the District Primary School Council, Paschim Medinipur by fortnight from date of communication of this order. On receipt of transfer application, the Chairman of District Primary School Council, Paschim Medinipur shall process the transfer application and forward the same to the Secretary, West Bengal Board of Primary Education by three weeks thereafter. On receipt of transfer application, Secretary, West Bengal Board of Primary Education shall decide the same in accordance with law by four weeks thereafter. The decision to be taken by the Secretary of the Board shall be communicated to the petitioner by ten days thereafter.

However, transfer application of the petitioner shall not be rejected on the ground of suspension of Utshasree portal.

Writ petition stands disposed of.
