1. Heard the learned counsel for the parties.

2. After taking note of the entire pleadings of the parties, the Central Administrative Tribunal, Kolkata Bench (in short 'Tribunal') by the order dated 20.12.2024, subject matter of the present proceedings has dismissed the Original Application being 350/293 of 2023 in the following terms:

"10. Heard the learned counsel for the parties and perused the materials placed on record.

11. After giving in-depth consideration to the arguments advanced by parties we find much force in the submission of the learned counsel for the respondents and as the balance of convenience lies with the Respondents, the instant O.A. deserves no merits. In the result, this OA stands dismissed. There shall be no order as to costs."

3. The order of the Tribunal does not manifest any consideration whatsoever of the facts and circumstances arising from the pleadings taken

note of in the earlier paragraphs of the order. We find force in the submission of the learned senior counsel for the petitioner that the order of the Tribunal is not a reasoned and speaking order.

4. Let the Tribunal proceed for hearing expeditiously without any undue adjournments and/or unnecessary delay.

5. Learned counsel for the parties are ad idem on their desire that the matter should be heard expeditiously. We are informed that the pleadings are complete before the Tribunal. We, therefore, expect that the Tribunal would commence hearing afresh, within two weeks after appearance of the parties before the Tribunal.

6. In order to avail such hearing, the parties should appear before the Tribunal along with a copy of this order within three weeks from date.

7. Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance of all formalities.
