Mr. Ghosh, learned counsel appearing on behalf of the writ petitioner submits that by an order of engagement dated July 28, 2015, the writ petitioner was engaged on temporary and contractual basis as a volunteer for a period of 2 years on the terms and conditions stated in the order of engagement. Thereafter, the contractual engagement of the writ petition has been extended from time to time. The writ petitioner has prayed for being appointed to any suitable post in regular employment commensurate to her qualifications.

Attention of this Court is drawn to a document to show that the writ petitioner registered her name with the employment exchange on January 19, 2004. It is further submitted that several other candidates who were engaged by the order dated July 28, 2015 have

been given regular appointments, but the writ petitioner's case has not been considered sympathetically.

Mrs. Bhattacharya, learned senior Government Advocate represents the State of West Bengal. Considering the rival submissions of the parties and the materials placed on record, this Court feels that justice will be sub-served by directing the Member Secretary, Bangla Yuba Kendra & Director, Youth Services, Directorate of Youth Services, Government of West Bengal or any other authority delegated by him to consider the representation of the petitioner dated November 23, 2022 within a period of 10 weeks from date and pass a reasoned order thereon. The reasoned order shall be communicated to the petitioner within a period of 2 weeks of passing thereof.

With the directions aforesaid, WPA 7797 of 2023 is disposed of.

Since no affidavits have been directed to be exchanged in the writ petition, the allegations contained therein are deemed not to have been admitted by the respondents.

All parties shall act on the server copies of this order duly downloaded from the official website of this Hon'ble Court.
