The petitioner's application for transfer has been returned by the HOI, asking him to reapply. The said order has been set aside since no reason has been given, as to why the petitioner has to reapply. The HOI shall furnish appropriate reasons.

This Court takes a grim view on the conduct of the HOI in making a vague endorsement on the petitioner's application, asking him to reapply without any reason.

With the aforesaid directions, the instant writ petition shall stand disposed of.

There will be no order as to costs.
