1. By this public interest litigation the petitioner seeks for action on the representation given to the District Magistrate, Malda dated 20th March, 2023. This concerns an allegation of improper works of installation of submersible pump with tank under Ratua-II Panchayat Samity.

2. We have gone through the representation which has been appended to the writ petition and we find that the petitioner has stated that the work of installation of the submersible pump with tank has not been carried out properly and there are various anomalies in the implementation of the said project and the same is grossly illegal and amounts to cheating the public exchequer.

3. We find that the allegations in the writ petition are absolutely vague and based on such

representation we cannot issue any Writ of Mandamus as sought by the petitioner.

4. Therefore, we dispose of the writ petition by giving an opportunity to the writ petitioner to make a comprehensive representation to the District Magistrate, Malda giving specific information as to why in his opinion the said work was not properly carried out giving specific details thereof and as regards the alleged illegality committed by the authorities. If such representation is submitted, the District Magistrate, Malda shall consider the same and pass a speaking order within a period of two weeks from the date of receipt of the representation.
