It is submitted that the report could not be filed due to miscommunication of the order dated February 10, 2021. It is further submitted that the Pradhan was always ready and willing to engage the petitioners.
It is claimed that the petitioners themselves refused to discharge duties and wanted all duties to be allotted to them. When asked by this Court as to under what circumstances there are 136 Supervisors functioning to implement projects, it is submitted that there are large number of projects. The Pradhan of the Uttar Panchanandapur - I Gram Panchayat, Malda, Ms. Rigia Bibi is clueless about the functioning of the Gram Panchayat. Her husband
Mr. Mukul Hossain appears to be controlling the Panchayat remotely.
This Court notes with anguish the state of affairs in the instant Gram Panchayat. The District Magistrate, Malda and the Block Development Officer, Kaliachak - II, Malda shall take note of the same.
On the Pradhan's undertaking that the petitioners shall be allotted work along with others, the writ petition is disposed of.
There shall be no order as to costs.
The Pradhan is warned against repeating her conduct. The husband of the Pradhan, Mr. Mukul Hossain shall not interfere with the functioning of the Gram Panchayat.
The reports filed by the Pradhan and the Additional District Magistrate of Malda may be kept with the record. Copies of such reports have been circulated.
The personal presence of the Pradhan is dispensed with.
Urgent photostat certified copy of this judgment, if applied for, be given to the parties upon compliance of all formalities.
