The petitioner is at liberty to approach the appropriate forum.

The petitioner and the respondent nos. 6 to 8 claim rival title to the property in question. Neither the Writ Court nor the municipality can decide such issue. All points raised in the writ petition shall be decided by the Civil Court.

Accordingly, the writ petition is disposed of. However, there will be no order as to costs.
