1. The alleged contemnors are present.

2. Affidavit of compliance is taken on record.

3. The writ petition was initially filed alleging that the respondent no.7 in the writ petition who was the cousin of the petitioner, had created blockage in the drainage system. The Court had recorded specifically that the private dispute between the parties could not be decided by the writ court. However, with regard to the maintenance of proper and hygienic sanitation, this Court had directed the panchayat authorities to look into the matter and take a decision. Accordingly, an affidavit-of-compliance has been filed by the panchayat authorities indicating that meetings were held with the parties, but it is the petitioner who is not allowing the panchayat authorities to construct a drainage system over his land.

4. Under such circumstances, the dispute cannot be resolved. However, the panchayat authorities shall maintain the sewerage and the sanitation of the

locality to the best of its ability, in the given circumstances.

5. The learned advocate for the petitioner has handed over a document to show that there is accumulation of rain water in the locality. However, this issue is beyond the scope of the contempt application and as such, the application is disposed of. Contempt proceedings are dropped.

6. Personal appearances of the alleged contemnors are dispensed with. Rules are discharged.
