The West Bengal State Electricity Distribution Company Limited (WBSEDCL), however, submits that the connection is not techno-economically viable. In support of this claim, a quotation amounting to ₹4,52,107.76/- has been issued. A detailed estimate has been placed before this Court to justify the quoted amount. Learned counsel appearing for the petitioner, however, submits that the electricity connection to the petitioner's submersible pump set can be facilitated from an existing transformer located in the vicinity. It is further submitted that the nearest electric pole is situated approximately 110 meters from the proposed location of the pump set. This contention is, however, disputed by WBSEDCL. In view of the factual dispute raised by WBSEDCL, this Court is not in a position to adjudicate the matter conclusively at this stage.

Accordingly, liberty is granted to the petitioner to make a representation before the concerned Grievance Redressal Officer of WBSEDCL for appropriate redressal of his grievance. If such a representation is submitted within two weeks from the date of this order, the Grievance Redressal Officer shall consider the same, after affording an opportunity of hearing to both the petitioner and the representative of WBSEDCL, and shall pass a reasoned decision within one month thereafter.

Accordingly, WPA 8148 of 2025 is disposed of. Urgent certified website copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
