The grievance of the petitioner is directed against inaction of the WBSEDCL in providing an electricity connection for the submersible pump of the petitioner.

On behalf of the WBSEDCL it is submitted that there had been repeated instances of theft of electricity both in 2024 and 2025 and there are outstanding dues which remain unpaid till date. 3.

By an order dated 30 April 2026, the petitioner was directed to take instructions insofar as the payment of balance amount of 50% of the outstanding dues in respect of the first offence of theft was concerned.

The petitioner has been unable to provide any instructions as to the mode and manner of the payment of the remaining 50% insofar as the first offence of the theft is concerned. In such

circumstances, there is no question of exercising any discretion in favour of the petitioner.

WPA 8535 of 2026 stands dismissed. In view of the fact that the petitioner has been involved in repeated cases of theft, there is no question of exercising any discretion in favour of the petitioner.
