Roy ... in - person Mr. Bibek Jyoti Basu Ms. Rajlakshmi Ghatak ... for the State The writ petitioner is aggrieved by the rejection of her application for transfer made on the 'Utsashree Portal'. The head of the institution has refused to grant NOC for general transfer. Without going into the propriety of such refusal and since, the petitioner submits that she has sought transfer primarily on medical grounds, and the application on the portal does not reflect the same, this court permits the petitioner to apply afresh immediately for transfer on medical grounds.

Upon receipt of such application, the head of the institution shall in terms of Transfer Rules of 2015 ascertain the veracity of the petitioner's claim independently, and forward the same to the D.I. of Schools for further action. The Transfer Rules, 2015, as amended from time to time shall be strictly applied by the respondents. With the aforesaid observations, the writ petition is disposed of.
