The order dated March 4, 2024 is set aside. The ombudsman is directed to accept the grievance petition of the petitioner as this court deems it fit to condone the delay. The writ court can extend the time for the ombudsman to accept the grievance petition, upon considering the fact that the petitioner is a layman and he may not be conversant with the law.

The other contention of the petitioner is although the order of Regional Grievance Redressal Officer, Murshidabad Region, WBSEDCL was passed on March 27, 2023, the same was received belatedly. 3.

Under such circumstances, when there is no negative provision in the regulations, which bars acceptance of the grievance petition beyond the period prescribed by regulations, this court deems it fit to condone the delay in this case. The ombudsman shall dispose of the grievance petition in accordance with law, upon granting

hearing to the petitioner as also the Assistant Manager, Gokarna Customer Care Centre.

4. The writ petition stands disposed of.

5. All the parties are directed to act on the basis of the server copy of the order.
