Under such circumstances, we direct the Staterespondents to file their reply to O.A. 895 of 2019 within ten days from date and rejoinder thereto, if any, shall be filed within ten days thereafter. In view of the urgency shown, the said directions are peremptory.

The petitioners shall be at liberty to approach the learned tribunal for early disposal of the original application. In the event reply is not filed by the Staterespondents within the aforesaid time, the tribunal shall take up the matter in the absence of any reply and in that event after the expiry of time to file reply, the writ petitioners shall be at liberty to mention the matter before the learned tribunal for fixing an early date of hearing. The writ petition is, accordingly, disposed of.
