The petitioner is aggrieved by the manner in which the Gangaprasad Gram Panchayat proceeded with notice-inviting E-Tender dated 2nd February, 2024. It has been submitted that irregularity and illegalities were perpetrated at the time of proceeding with the notice inviting E-Tender.

According to the petitioner, the financial bid was not notified and, accordingly, the petitioner was not in a position to submit his financial bid.

Learned advocate representing the Gram Panchayat submits, upon instruction that, the tender in question was opened on 4th March, 2024 and work order was issued on 5th March, 2024. The work is nearly complete and at this stage there is no scope for any interference.

According to the notice inviting E-Tender notice for completion of the work is thirty days.

Upon hearing the parties, it appears that the petitioner never approached the respondent authority with his grievances. The instant writ petition has been filed on 28th March, 2024. By the time the matter is taking up for consideration, the works in question are nearly over. There is hardly any scope to exercise jurisdiction in the matter at this stage.

The writ petition fails and is hereby dismissed. Urgent certified copy of this order, if applied for, be supplied to the parties expeditiously, on compliance of usual legal formalities.
