The petitioner claims to be the owner of the property based on an alleged gift deed executed by his father. It appears that the petitioner has three brothers, all of whom are residing at the relevant premises. The petitioner does not dispute the fact that he does not reside at the premises, and he acknowledges the possession of his three brothers over the property in question. The petitioner further alleges that his mother used to reside at the premises, but she has since been evicted by his three brothers. The petitioner asserts that he has had the property mutated in his name. Through this writ petition, the petitioner seeks, inter alia, the disconnection of the electricity connection at the said

premises. Additionally, he raises a dispute concerning a bill issued in the name of his deceased father. I am not inclined to entertain this writ petition, as the petitioner is not in possession of the property and, therefore, cannot seek disconnection of the electricity supply for the premises. Furthermore, no bill has been raised against the petitioner by WBSEDCL to date. Therefore, the petitioner has no grounds to challenge the impugned bill, especially considering that, as submitted by the learned advocate for WBSEDCL, the petitioner's three brothers have already paid a portion of the said bill. Accordingly, WPA 8373 of 2025 is dismissed.
