Chaturvedi, learned Senior Advocate appearing for the petitioner submits that though the petitioner made several attempts to log in through the portal, the system did not allow the petitioner to download the challans for which the petitioner could not put in the requisite amount within the time limit stipulated in the said order.

Such submission is disputed by Mr. Saha, learned advocate for the Corporation. He submits that

the portal was open to enable the petitioner to put in the requisite amount within the time limit as fixed this Court but the petitioner, for reasons best known to him, did not pay the amount within the stipulated time limit.

After hearing the submission of the learned advocates appearing for the respective parties it appears to this Court that there are allegations and counter-allegations against each other by the petitioner and the respondent. However, this Court feels that a last opportunity should be granted to the petitioner to pay the requisite amount and to comply with the requisite formalities within a specified time. The petitioner is directed to appear before the 5th respondent, being the Deputy General Manager (Marketing), West Bengal Mineral Development & Trading Corporation Limited, either personally or through his authorized representative, on April 21, 2026 between 12 noon to 3 p.m. and if such authority is approached within the date and time mentioned hereinbefore, necessary arrangements shall be made by the 5th respondent to enable the petitioner to comply with the requisite formalities and deposit the requisite amount within the date and time mentioned hereinbefore.

In the event the 5th respondent is not found available in the office on the date and time mentioned hereinbefore, an alternative arrangement shall be made by the 3rd respondent who shall depute a competent official to enable the petitioner to comply with the direction passed by this Court within the time limit mentioned hereinbefore.

With the above observations and directions this writ petition stands disposed of.

Since no affidavit has been called for, the allegations contained in the writ petition shall not be deemed to have been admitted.

Mr. Saha, learned advocate for the Corporation is requested to communicate the gist of this order to the respondent authority and such authority shall act on the basis of the communication made by Mr. Saha. (Hiranmay Bhattacharyya, J.)
