1. Heard the petitioner appearing in person and the learned counsel appearing for State.
2. Learned counsel for State placed reliance on paragraphs 6 and 7 of the report dated 22.10.2025 submitted by Shri Anindya Sundar Pradhan, Registrar of Assurances, Kolkata.
3. Petitioner appearing in person submits that if the registration office acts in consonance with their stand taken in paragraphs 6 and 7, the petitioner has no grievance. No other point is pressed.
4. Paragraphs 6 and 7 on which Mr. De placed reliance reads thus:
"6. That the present software also keeps the system free from manifold load and problems arising from such pendency. Although, it is a fact that a number of employees have retired on superannuation in the last few years creating a noticeable gap between the existing strength and the actual strength as mandated by the Government for this office; but it is also true that, the Government vide its PPP model understanding has managed to bridge such gap significantly by entrusting at least 5-6 competent personnels to each of the offices to cover up the problems being faced for smooth functioning of
such offices.
To ensure better and more transparent service in regard to searching of records and obtaining certified copies of the desired documents specifically pertaining to deeds being recorded under Book-I (such as Deeds of Sale, Gift, Mortgage, Lease, Transfer of Lease, Power Attorney involving one or many property/(s), including some other classifications as well, the online system (e-District Portal) has been functioning successfully enabling the general public to apply and avail of requisite information and/or document from their mobile phones/laptops sitting at their home residence without involvement of any journey to this office for their required job(s).
7. That the Government through its clear intent has already initiated plans and programmes to adopt many effective measures and steps to curtail and end the cases arising out impersonation.
However, this office will continue to offer relentless service to the registrant public in future with full grit, dedication and determination, and will put more emphasis in easing out the process of delivering the registered deed to the members of the registrant public in a time specific manner (i.e. within in a period of 3-4 working days from the date of completion of registration of documents in question). Although, most of the offices under the administrative control of the Registrar of Assurances, Kolkata have been effectively trying since long to deliver the registered deeds within a period of three working days from the date of their presentation, and have become quite successful in achieving the goal in this regard."
5. We have no doubt that after having made such averments in the report before us, the respondents will not act contrary to the said averments.
6. With the above observations, the PIL is disposed of.
7. Urgent photostat certified copy of this order, if applied for, be furnished to the parties
expeditiously upon compliance all legal formalities.
