1. The petitioner in the instant case has already made an application for extension of the validity period of the offer letter submitted before the authority concerned from the date of the issuance of the offer letter. But the same remains pending for consideration.

2. Learned Counsel appearing for the State/respondent submits unnecessarily the petitioner is dealing the process and is not acting in terms of the earlier order dated 21.05.2025 passed by the Coordinate Bench of the this Court.

3. The application is not in conformity with the Rule 141 of the West Bengal Motor

Vehicle Rules 99 (hereinafter referred to as the "Said Rule").

4. Learned Counsel for the respondent no. 7 submits that till date no representation and/or application has been received from the end of the petitioner for counter signature of the permit granted by the issuing authority, West Bengal.

5. The petitioner submits that unless the time of the offer letter is extended, he shall suffer immensely.

6. Having heard the parties, I am of the considered view that since the application for extension of the validity of the offer letter is pending for consideration, respondent no. 5 is directed to give an opportunity of hearing to the petitioner within a period of 4 weeks from the date of the communication of the order and pass a reasoned order in accordance with law.

7. The petitioner is directed to submit a comprehensive detailed representation in terms of Rule 141 of the said Rules on the date of hearing before the authority concerned.

8. The respondent no. 5 shall consider the application dated 03.10.2024 along with the comprehensive detailed representation for extension of the validity of the offer letter and communicate such decision within a week thereafter.

9. The writ petition being WPA 8851 of 2025 is disposed of without taking any exception to the merits of the case.
