Mr. Monoj Kurmi ...for the petitioner (in person) Mr. Amitesh Banerjee Mr. Sukdeb Adak ..for the State This writ petition has been filed challenging inaction on the part of the police authorities in registering the complaints made by the petitioner and in further refusing investigating into the allegations made by the petitioner of alleged offences committed upon him and his family by certain persons.

After elaborate hearing, it appears that this Court directed the State authorities to file an appropriate report detailing the status of investigations on the complaints lodged by the petitioner.

Mr. Banerjee, learned Senior Standing Counsel appears before this Court and relies on the report. It appears from the report that FIRs had been registered as against each of the complaints and investigation in each of the matters was either in progress or near completion. The report is dated September 26, 2020. Further progress in the investigation is not available before this Court.

Mr. Kurmi, petitioner in person submits that the investigation has not been concluded and charge-sheet has not be submitted in these cases.

Having regard to the grievance of the petitioner, the nature of allegations and the status and standing of the petitioner, this Court is of the opinion that the investigation should be completed and taken to its logical conclusion within a period of three months from date if not already completed. On completion of investigation within the aforementioned period, appropriate reports should be filed by the police authorities before the appropriate court of law.

It is made clear that the Assistant Commissioner of Police, attached to the South-West Division, Kolkata, shall personally monitor and ensure that this order is complied with.

The grievance of the petitioner is open to be agitated before the appropriate court of law. This writ petition is disposed of without entering into the merits of the contentions of the parties with regard to the correctness of the allegations raised by the petitioner, which shall be decided at the appropriate stage. This order is only restricted to a direction upon the State respondents to complete investigation independently, in accordance with law, if not already done, in all the cases and reach the same to their logical

conclusion.

There will be however no order as to costs.

The concerned authorities are directed to act on the basis of the server copy of this order.
