1. The petitioner prays for consideration of his representation seeking release of the National Savings Certificate.

2. It appears that the said representation is pending consideration for a considerable period of time.

3. The respondents are not represented.

4. Affidavit-of-service filed in Court today be kept with the records.

5. In absence of the respondents it is not possible for the Court to decide the issue conclusively.

6. In view of the above, the instant writ petition is disposed of by directing the respondent no. 3 to consider and dispose of the representation filed by the petitioner strictly in accordance with the prevailing law after giving reasonable opportunity of hearing to the petitioner or his authorised representative at the earliest but positively within a period of six weeks from the date of communication of this order.

7. A reasoned order shall be passed and communicated to the petitioner immediately thereafter.

8. Learned advocate for the petitioner is directed to forward a copy of the subject representation along with all supporting documents to the aforesaid respondent at the time of communicating the order of this Court.

8. Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
