The petitioner's application for transfer has been returned by the HOI, on the ground of shortage of staff.

The HOI shall pass a detail order with appropriate reasons, explaining such shortage of staff and communicate the same to the petitioner within two weeks from date.

With the aforesaid directions, the instant writ petition shall stand disposed of.

There will be no order as to costs.
