In this regard there is a provision giving this power to condone the delay to the Principal Secretary of the Education Department, Government of West Bengal. I direct the Principal Secretary of the Education Department, Government of West Bengal to give an opportunity of hearing to the petitioner within a period of four weeks form date and to take a decision in this regard.

This court expects that a sympathetic view would be taken by the Principal Secretary.

With the above observation and direction, this writ application is disposed of.
