1. In this writ petition, filed as a public interest litigation, the petitioner, questions the tender process initiated by the respondent authorities in respect of about 70 tenders.
2. On going through the writ petition and the annexures, we find the averments to be totally vague. That apart, the writ petitioner has not made any representation to the authorities specifically pointing out as to what is the defect in the tender, which has been notified.
3. The learned advocate for the Municipality submitted that some of the tenders, which have been questioned, have never been floated and few of the tender process is completed and the other are in the process of being
conducted in accordance with the terms and conditions.
4. In the light of the fact that the averments made by the petitioner are absolutely vague, an en bloc challenge to the 70 tenders cannot be entertained that too by way of public interest litigation. We are not inclined to grant any relief to the writ petitioner. Accordingly, the writ petition is dismissed.
5. However, liberty is given to the petitioner to point out any specific violation or irregularity in award of the tenders and if such representation is made with the appropriate authority, the same shall be considered in accordance with law within a period of eight weeks from the date on which the representation is made.
6. No costs.
7. Urgent photostat certified copy of this order, if applied for, be furnished to the parties expeditiously upon compliance of all legal formalities.
