1. The subject matter of the instant writ petition is the non-consideration of the representation dated 20th March 2025 by the respondent authorities, a copy of which is annexed at page 103 to 106 of the instant writ petition whereby and whereunder the writ petitioner made a complaint with the respondent authorities regarding alleged fraudulent mutation in favour of the deceased persons.
2. At the time of hearing. Mr. Samim Ahmed, learned Advocate appearing on behalf of the writ petitioner at the very outset draws attention of this Court to page no. 82 and 83 of the instant writ petition being a copy of the order dated 14th August 2024 as passed by the prescribed authority under Section 50 of the West Bengal Land Reforms Act, 1955 (hereinafter referred to as 'said Act of 1955').
3. It is submitted by Mr. Ahmed that from the said order it would reveal that several plots of land were mutated in the name of the writ petitioner.
4. At this juncture, Mr. Ahmed took me to page 92 to 98 and then page 99 to 102 being copies of the order of mutation as passed by the selfsame authority wherefrom it would reveal that the said prescribed authority effected mutation in the name of two persons, namely, Chapia Khatun and Begamjan Bibi
in respect of the selfsame plots of land. It is further submitted by Mr. Ahmed that it is the specific case of the writ petitioner that the said two persons were not alive when such alleged illegal mutation took effect.

It is further submitted by Mr. Ahmed that finding no other alternative, the writ petitioner submitted a representation dated 20th March 2025 with the respondent authorities and pursuant to such representation, the Deputy District Land and Land Reforms Officer, South 24-Parganas issued a noticed dated 16th June 2025 to the writ petitioner herein.
6. Ms. Tuli Sinha, learned Advocate appearing on behalf of the State respondents in course of argument submits a report dated 22nd September 2025, which is taken on record. On perusal of the said report, it would reveal that pursuant to the representation dated 20th March 2025, an enquiry has already been started.

Considering the factual scenario as discussed herein above, this Court while disposing the instant writ petition directs the respondent no. 5-authority to ensure the conclusion of the enquiry as has been initiated pursuant to the representation dated 20th March 2025, as made by the writ petitioner, within 60 working days from the date of receipt of the server copy of this order wherein due opportunity of hearing should be given to the writ petitioner as well as to the other stakeholders, if there be any and/or their authorized representatives.
8. The time limit fixed by this Court is mandatory and peremptory.
9. Liberty is given to the learned Advocate-on-Record to communicate the server copy of this order to the respondent no.5-authority.
10. The respondent no. 5-authority is directed to act on
the server copy of this order.
11. With the aforementioned observations, the writ petition being WPA 8986 is disposed of.
