The respondent no. 1 as per the report given by the Regional Institute of Ophthalmology of Medical College and Hospital, Kolkata dated 22.03.2022 is 100% visually handicapped and as such the writ petition is allowed on the same grounds and reasons as given in the detailed judgment passed in WPA 9576 of 2021.
