The affidavit-of-service as filed today on behalf of the writ petitioners is taken on record.

At the time of hearing, Mr. Maity, learned advocate appearing on behalf of the writ petitioners at the very outset draws attention of this Court to page nos. 78 and 79 of the instant writ petition, being a copy of the order dated 19.07.2023 as passed by a co-ordinate Bench of this Court in WPA 1978 of 2023 whereby and whereunder the respondent no. 3/authority was directed to extend an opportunity of hearing to the writ petitioners with a further direction to consider the submission made by them before passing a final order. 3.

It is submitted by Mr. Maity that pursuant to such order dated 19.07.2023 the writ petitioners participated in the hearing before the respondent no. 3/authority and made their submissions in accordance with law but till date no final order was passed by the respondent no. 3/authority as directed to be passed by a co-ordinate Bench of this Court vide order dated 19.07.2023.

Ms. Chatterjee, learned advocate appearing on behalf of the respondent/State duly led by Mr. Mukherjee, learned advocate in her usual fairness submits before this Court that the respondent no. 3/authority may be directed to pass the reasoned order within a time frame. 5.

In view of such, this Court while disposing the instant writ petition directs the respondent no. 3/authority to pass a reasoned order positively within 30 working days from today as directed to be passed by a co-ordinate Bench of this Court on 19.07.2023 while disposing WPA 1978 of 2023.

The time limit as fixed by this Court is mandatory and peremptory.

Liberty is given to the learned advocate on record for the writ petitioners to communicate the server copy of this order to the respondent no. 3/authority forthwith. 8.

The respondent no. 3/authority is hereby directed to act on the basis of the server copy of this order. 9.

With the aforementioned observations, the instant writ petition being WPA 9121 of 2025 is disposed of.

10. Urgent photostat certified copies of this order, if applied for, be supplied to the parties upon compliance with all the necessary formalities.
