The grievance of the petitioner is that the petitioner's complaint, annexed at page 14 (Annexure P/2) of the instant writ petition has not yet been acted upon by the respondent-authorities.

After hearing all the parties, it is apparent that the merits of such complaint cannot be gone into

in the present writ petition, since such an exercise would tantamount to pre-judging the matter.

Accordingly, WPA 6972 of 2020 and CAN 1 of 2020 are disposed of by directing the respondent no.4 to dispose of the written complaint of the petitioner, (Annexure P/2 at page 14 of the writ petition) dated August 28, 2020, upon hearing all the interested parties, if necessary, as expeditiously as possible, preferably within two months from this date.

The respondent no.4 shall communicate its decision on the complaint to the petitioner, and to the other parties who have been heard, immediately thereafter.

There will be no order as to costs.
