The grievance of the petitioner is that he could not participate in the e-tender process due to lack of technical knowledge.

Upon consideration of the grievances of the petitioner with regard to technical issues which had prevented the petitioner from uploading the documents, the authorities decided to cancel the entire e-tender process.

In view of such action, nothing further remains to be decided in this writ petition.

Accordingly, the writ petition is disposed of. As and when the authorities decide to float the etender afresh, the petitioner shall be allowed to participate and if the petitioner finds any difficulties in uploading the documents, the petitioner will be at liberty to approach the authorities for necessary help and guidance, well in advance.
