However, once, the petitioner was not represented and, on the other occasion, an accommodation was sought for on behalf of the petitioner.

I have perused the representations made on 23.3.2009 to the Commissioner of Police, Calcutta and the Superintendent of Police, Howrah.

Having regard to the fact that more than 15 years have passed, since the initiation of such dispute being raised

and there being no persuasion before this court, I am of the opinion that with the lapse of time, there is no scope for passing any direction(s) or any interference.

With the aforesaid observations, WPA 7498 of 2009 is dismissed.

Pending application, if any, is also dismissed.
