1. Affidavit of service filed in Court today is taken on record.

2. The petitioner is aggrieved by the non-consideration of her B.Ed qualification in the Upper Primary recruitment process initiated by the School Service Commission in the year 2016.

3. According to the petitioner, she appeared in the B.Ed exam in July, 2015 under the Kurukshetra University and mark sheet was issued in her favour on 14th December, 2015.

4. According to the petitioner, the authority illegally rejected her candidature with the observation that the professional qualification, that is, B.Ed was done after 24th October, 2016. The petitioner at the time of filling up the application form for recruitment of Assistant Teachers-2016 in the Upper Primary Level School incorporated her training qualification of B.Ed.

5. Prayer has been made to direct the authority to consider the candidature of the petitioner.

6. Learned advocate representing the West Bengal School Service Commission submits that though the mark sheet of the petitioner is dated 14th December, 2015 but the provisional certificate in support of the B.Ed qualification was issued only on 9th February, 2017.

7. It has been brought to the notice of the Court that the selection process is long over. The panel from where appointment was given has expired in September, 2025.

8. Upon hearing the parties and on perusal of the documents annexed to the writ petition, it appears that the petitioner has approached this Court by filing the writ petition only in April, 2024. The grievance redressal by the Commission pursuant to order passed by the Court was over in the year 2021. The panel in question expired in September, 2025.

9. Prior to approaching this Court, the petitioner never approached the authority highlighting her grievances. The authority did not have any occasion or scope to verify the credentials of the petitioner. After expiry of the panel, the Court ought not to pass any order to verify the educational testimonials of the petitioner.

10. In view of the above, no relief can be granted to the petitioner in the instant writ petition. The writ petition fails and is hereby dismissed.
