The petitioner participated in the recruitment process for the post of CSP-Bank Linkage and CSP-Livelihood under Dubrajpur Development Block. The recruitment notice mentioned that the minimum educational qualification for the above post is higher secondary pass, but the candidates having graduation degree will be given preference. 2.

The Block Development Officer & Chairperson, Block Level CBO-HR Committee Dubrajpur Development Block, Birbhum published a list of selected candidates for the subject post on February 27, 2026 wherein the name of the private respondent, Mampi Patua (Das), in respect of the Gram Panchayat Loba, has been published. 3.

Specific allegation of the petitioner is that the said candidate is only higher secondary pass, whereas the petitioner is a graduate. The petitioner ought to have been given preference over the private respondent who is not a graduate.

The petitioner submitted a representation before the BDO in March 2026 and alleges that the same has not been taken up for consideration till date. 5.

The respondents are not represented. Affidavit of

service is on record.

As it appears that the objection filed by the petitioner dated March 23, 2026 (Annexure P6, p.44) before the BDO is pending consideration, no useful purpose would be served by keeping the writ petition pending.

Hence, the writ petition is disposed of by directing the Block Development Officer & Chairperson, Block Level CBO-HR Committee, Dubrajpur Development Block, the sixth respondent herein, to take a decision on the petitioner's objection strictly in line with the recruitment notice, after giving a reasonable opportunity of hearing to all the necessary parties, at the earliest but within a period of twelve weeks from the date of communication of this order.

It the allegation of the petitioner is found to be proper, then necessary remedial steps shall be taken by the aforesaid authority.

The reasoned order shall be made known to the petitioner forthwith thereafter.

Learned counsel for the petitioner shall forward a copy of the subject objection along with all necessary documents to the said respondent at the time of communicating this order.

All parties are to act on the server copy of this order duly downloaded from the official website of this Court.

Certified copy of this order, if applied for, shall be made available to the parties.
