It appears that the petitioner initially approached the concerned Grievance Redressal Officer seeking redressal. However, he failed to appear before the said Officer on the scheduled date of hearing. Consequently, an order of "dismissed for default" was passed on October 9, 2023.

Subsequently, the petitioner submitted a representation dated October 16, 2023, before the Grievance Redressal Officer, alleging non-receipt of notice. It further appears that the petitioner also made a separate representation before the Regional Grievance Redressal Officer concerning the electricity bill for the month of March 2025. This latter representation remains pending and has not been adjudicated upon.

In light of the foregoing facts, this writ petition is disposed of with a direction to the concerned

Regional Grievance Redressal Officer, respondent no. 3, to issue a fresh notice of hearing to the petitioner and to adjudicate the representations in accordance with law, after affording the petitioner an opportunity of hearing.

This process shall be completed at the earliest, preferably within one month from the date of this order.

Until such time, or for a period of two months from the date hereof-whichever is earlier-WBSEDCL shall not disconnect the petitioner's electricity connection.

Accordingly, WPA 9646 of 2025 is disposed of. Urgent photostat certified copy of this order, if applied for, be supplied to the learned advocates for the parties on usual undertakings.
