The petitioner seeks transfer on self-medical ground. Last of such application made by the petitioner was in December 2021. The remark in the Utsashree portal records that the head of the institution returned the application back to the petitioner noting "please upload clear documents".

As it appears that the application of the petitioner has been returned to him long back, accordingly, the instant writ petition is disposed of with the observation that it will be open for the petitioner to file fresh application in the prescribed format offline disclosing the ground and documents in support of transfer.

In the event such application is made, the head of the institution shall consider the same in accordance with the prevailing transfer rules at

the earliest but positively within a period of eight weeks from the date of filing of the application. 4.

If the application of the petitioner is allowed, then necessary consequential steps shall be taken by the authority.

Suspension of the Utsashree portal will not stand in the way of the head of the institution to take steps in response to the application for transfer filed by the petitioner.

6.

The fate of the application shall be made known to the petitioner.

7.

All parties are to act on the server copy of this order duly downloaded from the official website of this Court.

8.

Certified copy of this order, if applied for, shall be made available to the parties.
