1. Learned counsel for the petitioner alleges that the alleged contemnor has not given electricity connection to the petitioner in compliance with the order dated April 25, 2023 passed in WPA No. 9694 of 2023.

2. Learned counsel for the alleged contemnor, however, contends that the direction of this court was to expeditiously raise quotation and upon compliance of all formalities to give a new electricity connection to the petitioner.

3. Hence, although a quotation was raised by the WBSEDCL, since the petitioner has not complied with the formalities by submitting a SWID certificate from the Groundwater authorities, which is necessary in the

concerned zone, the connection could not be given.

4. Since a factual issue has been raised, the alleged contemnor shall file an affidavit-inopposition within a fortnight from date disclosing all pleadings and documents, if any. Affidavit-in-reply thereto, if any, shall be filed within a week thereafter.

5. The matter shall next be listed in the monthly list of April 5, 2024.
