From the said report it appears that when the petitioner applied for transfer, the pupil-teacher ratio of the school was 31:2 and present it is 29:2. If one teacher is transferred from the school, the pupil-teacher ratio would go much above the statutory rule and not only that it is not possible for a single teacher to run a primary school.

Therefore, I dismiss the writ application at this stage.
