In this writ-petition, the petitioner has challenged the impugned order dated August 22, 2016 being annexure P-4 to the writ-petition on the ground that the impugned order is not speaking one and it does not deal with the contentions raised by the petitioner in his representation dated March 16, 2016.

Considering the submissions of the parties, I am not inclined to grant any relief to the petitioner except giving him liberty to make a fresh representation before the respondent concerned within two weeks from date and if such representation is made by the petitioner within the stipulated time, the respondent concerned shall consider and dispose of the said representation in accordance with law and by passing a reasoned and speaking order after giving an opportunity of hearing to the parties interested within eight weeks of making such application and shall communicate the decision to the petitioner within two weeks thereafter.

Let it be recorded that this Court has not gone into the merit of the case of the petitioner and the respondent is free to decide the case strictly in accordance with law by applying his judicial mind.

With the aforesaid direction, WPA 8792 of 2019 is disposed of.
