The writ petitioner is aggrieved by the fact that the private respondents are resisting the electricity connection agreed to be provided by the CESC Ltd. to him. The petitioner is admittedly a tenant of the said premises and has applied for independent meter.

Learned counsel appearing for the CESC Limited submits that his client has no objection to grant electricity connection to the petitioner at the existing meter board of the said premises. It is also submitted that in view of disturbance/obstruction by the landlord in the absence of police protection, the electricity connection to the petitioner cannot be given. In those circumstances, the Inspector-in-charge, Golabari Police Station, Howrah Police Commissionerate, being respondent no.4 herein, shall provide necessary protection and force to the CESC personnel, to enable them to instal fresh

meter at the existing meter board of the said premises in favour of the petitioner. The police shall be authorised to break open any padlock and/or remove any obstruction in the process of CESC personnel carrying out their duties. The cost of deployment of police force, however, shall be borne by the writ petitioner.

It is expected that the aforesaid order shall be complied with by the respondent-CESC Limited within a period of fifteen days from date.

With the aforesaid observations, the writ petition is disposed of.

There shall be no order as to costs.
