With CAN 1 of 2026 Mr. Debabrata Sen the petitioner (in person) Ms. Sarmila Das ..for the respondent nos. 6, 7 and 8 Mr. Mukteswar Maity Mr. D.K. Mishra Ms. Manika Sarkar ..for the Added Party The primary grievance of the petitioner is that the Registrar of Cooperative Societies being the 2nd respondent has not taken any steps pursuant to the representation dated 16th April, 2026. After going through the representation dated 16th April, 2026 this Court finds that the said representation contains vague allegations without disclosing material particulars.

On a query of the Court the petitioner appearing in person submits that he is in possession of the material documents.

This Court is not inclined to pass a direction to consider the representation dated 16th April, 2026 which is absolutely a vague one.

At this stage the petitioner appearing in person prays for liberty to submit a comprehensive

representation before the concerned authority. If a comprehensive representation is submitted by the petitioner before the Registrar of Cooperative Societies being the 2nd respondent ventilating his grievances disclosing therein the material particulars, the 2nd respondent shall take necessary steps in accordance with law as expeditiously as possible.

It will be open to the respondent no.2 to afford an opportunity of hearing to the petitioner and any other person who may be affected by any decision to be taken by such authority pursuant to any representation that may be submitted by the petitioner.

With the above observations, WPA 10825 of 2026 stands disposed of. The application being CAN 1 of 2026 stands disposed of accordingly.

There shall be however no order as to costs.

Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
