Sr. St. Counsel Mr. Debopriyo Karan ... for the State - respondent(s) The petitioner has prayed for permission for organizing a public meeting on 06.05.2025 between 11.00 am to 5.00 pm near the office of the West Bengal State Human Rights Commission.

So far as the venue, which has been proposed by the petitioner, is not acceptable to this Court.

But, on consensus, it has been arrived at that the petitioner be allowed to hold the said meeting with a gathering of 200 persons in front of the foothpath adjacent to Central Park opposite to DD Ten Nursing Home.

If any stage is constructed, the petitioner/organizer(s) will coordinate with the local administration and, accordingly, ensure that there is no traffic congestion for any stage being constructed and the gathering of the people should be monitored by the petitioner/organizer(s) in coordination with the administration.

Mr.

Banerjee, learned Senior Standing Counsel, has forwarded the following conditions which the petitioner has accepted, the same are set out as follows:

‚1.

Let the petitioner and their associates hold a peaceful 'public meeting' with not more than 200 individuals on 06.05.2025 between 1.00 pm to 4 pm in front of the foothpath adjacent to Central Park opposite to DD Ten Nursing Home.

The stage which is to be

erected by the petitioner for the 'public meeting' should be as per the direction referred to above.

3.

The petitioner shall abide by all the conditions for holding such peaceful 'public meeting' and shall not cause any undue obstruction to public at large.

4.

The police authorities shall make necessary arrangements for security with good number of personnel so as to ensure that no breach of peace takes place.

5.

The police arrangements would be made under the supervision of the Officer-in-charge of the concerned police station or any Superior Officer as decided by the administration.

6.

The 'public meeting' shall be held subject to observance of rules in relation to noise pollution

and without causing any inconvenience to the public at large. The petitioner will not use more than three microphones for the said meeting.

7.

The place of meeting shall be appropriately cleaned after the public meeting is over.‛ A team of five persons would go to the office of the State Human Rights Commission to submit their deputation to the Chairperson or any authorized officer deputed by the Chairperson of the State Human Rights Commission.

With the aforesaid observations, WPA 10275 of 2025 is disposed of.
