The petitioner seeks a separate electricity connection for the premises located at 53, Ramkrishna Pally, Garfa, Kolkata700078. Learned counsel appearing on behalf of the Calcutta Electric Supply Corporation Limited (CESC Ltd.) submits that the petitioner has been availing electricity through a meter jointly used with his brother. It is further submitted that the said meter was initially installed at the instance of the petitioner's father, Mr. Nitai Chandra Das, who passed away on 25th August, 2015. Subsequently, the meter was transferred to the name of the petitioner's brother, Mr. Rupak Kumar Das. Mr. Rupak Kumar Das currently resides at the said premises with his family, whereas the petitioner remains unmarried. The learned counsel for CESC Ltd. contends that providing a separate connection to the petitioner may necessitate a split of the existing electrical load. Accordingly, CESC Ltd. expresses reservations regarding the feasibility of granting such a connection.

Learned counsel for the petitioner submits that the petitioner resides independently of his brother and his family. Therefore, the issue of load-sharing, as raised by CESC Ltd., does not arise in the present case.

Upon consideration, I am of the view that the matter warrants adjudication by the appropriate Grievance Redressal Officer.

Accordingly, liberty is granted to the petitioner to submit a representation before the concerned Grievance Redressal Officer within a period of two weeks from the date of this order. If such an application is submitted within the stipulated time, the Grievance Redressal Officer shall duly consider the same. In light of the foregoing, the Grievance Redressal Officer is directed to adjudicate the petitioner's request for a separate electricity connection. The Officer shall afford an opportunity of hearing to both the petitioner and the representatives of CESC Ltd., and thereafter, shall pass a reasoned and speaking order. The order shall be communicated to the petitioner forthwith. The entire process is to be completed within a period of eight weeks from the date of this order.

With these directions, W.P.A 10311 of 2025 is disposed of.
