1. The petitioner claims electricity connection at his premises. The CESC has no objection to supply electricity to the petitioner.

2. The officials of the CESC went to inspect the said premises and found the main meter room locked.

3. In those circumstances, CESC shall be entitled to cause breaking open of the padlock at the cost of the petitioner to install the meter in question at the existing meter room in the premises. For the aforesaid purpose, the Officer-in-charge, Golfgreen Police Station shall depute two Constables at the cost of the petitioner, who shall supervise the breaking open of the lock on the meter room.

4. Any other obstruction to access the meter room may also be removed at the instance of Golfgreen Police Station.

5. The aforesaid electricity connection to the petitioner shall be subject to the result of S.A. No. 284 of 2003.

6. Needless to mention that the petitioner shall be required to comply with all the formalities of the CESC for the purpose of installation and availment of the electricity connection.

7. The CESC may take steps, as directed hereinabove, within a period of two weeks from date.

8. With the aforesaid directions, the instant writ petition shall stand disposed of.

9. There will be no order as to costs.
