However, learned advocate for the petitioner intimates this court that under Entry no. A 6663 dated 8th July, 2021, full court fees have been paid. Here, by using a supplementary affidavit the interview list of upper primary teachers prepared by the West Bengal Central School Service Commission (Commission, in short) published yesterday (8.7.2021) has been challenged.

The writ application was in respect of appointment of upper primary teachers for which commission has in the meantime taken steps in compliance with the order passed by this court by

publishing new interview list within the time granted by court.

The writ petitioners have filed one supplementary affidavit affirmed today (9th July, 2021) annexing part of a list published by the Commission on 08.07.2021 and prays for certain reliefs including stay of all further steps relating to Personality Test by the Commission pursuant to the interview list published on 9.7.2021.

In this matter I decline to exercise my discretionary writ jurisdiction refusing the reliefs prayed for. Instead, the petitioners are granted liberty to approach the Commission by filing representation individually (not jointly) ventilating grievance. The representation containing the grievance/grievances has to be filed within a period of two weeks from date either through e-mail or by filing a hardcopy in the office of the West Bengal Central School Service Commission. If such hardcopy is sent by post, it must be by speed post or by registered post with acknowledgement due for which the track record of India Post is to be collected and kept by the candidate.

Commission will consider the representation through any of its officers not below the rank of Secretary by giving the representation-filingcandidate an opportunity of being heard and will pass

a reasoned order thereafter. The order will be sent to such candidates by Speed post or Registered post with acknowledgement due. The whole exercise as aforesaid has to be completed by the Commission within a period of 12 weeks from the date of receipt of the individual representation.

With the above observation, this writ application is disposed of.
