The petitioners seek mutation. Application was filed for mutation in the year 2013. Thereafter, the petitioners were directed to appear for discussion in the office of the Serampore Municipality, which the petitioners duly attended, but no final order has yet been passed either rejecting or accepting the prayer of the petitioners seeking mutation.

The Municipality ought not to have kept the issue of mutation pending for such a considerable period of time. On account of non-disposal of the petitioners' application for mutation, tax in respect of the subject property has remained unpaid for more than a decade. The Serampore Municipality is directed to take prompt necessary steps to dispose of the application for mutation filed by the petitioners, in accordance with law, at the earliest but positively within a period of sixty days from the date of communication of this order.

The writ petition stands disposed of.

Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
