Learned Counsel for the petitioner has sought leave to withdraw this writ petition preserving the contentions.

He submits that with the passage of time the relief sought for has become infructuous. However, the larger issues of law sought to be raised would remain intact if such issues recur.

We accede to the request and dismiss the writ petition as withdrawn preserving all the contentions to be raised in appropriate litigations and jurisdictions if and when it becomes necessary.
