The records of the case reflect that the writ petition was earlier called on 08.08.2024, 29.08.2024 and 19.09.2024 when the learned advocate for the petitioner reiterated that he was unable to establish any communication with the petitioner, as such, he could not effect service upon the respondents.

So far as the subject-matter of the writ petition is concerned, a representation was submitted on 20.03.2015 to the Superintendent of Police, South 24 Parganas, SDPO, Diamond Harbour and

Inspector-in-charge of Ramnagar P.S..

Having considered that more than nine years have passed since the representation was submitted, I am of the view that there has been change of circumstances, as such, no interference is called for from this court.

With the aforesaid observations, WPA 8687 of 2015 is Dismissed.
