The petitioner is aggrieved as information was furnished with the Inspector-in-Charge, Singur Police Station along with the Superintendent of Police, Hooghly Rural wherein obstruction and, threat of violence were faced for construction of a boundary wall in respect of factory workers'

accommodation of the petitioner/company viz., Kamarhatty Company Limited.

Learned advocate appearing for the petitioner has also drawn the attention of the Court to the communication made by the Sub-Divisional Land and Land Reforms Officer which reflects that there has been permission accorded for commercial activity and for establishment of a factory in respect of the property referred to in the writ petition. The

police report also supports the contention made by the petitioner so far as the conversion of the land is concerned and so far as the resistance created by the local people are concerned.

Learned advocate appearing for the private respondent nos. 4, 5 and 6 submits that a mass petition was submitted before the Block Development Officer.

Having considered the fact that the police authorities have already drawn up proceedings under Sections 126/135(3) of BNSS for maintaining peace and trnaquility, I direct that adequate police force be deployed by the Officer-in-Charge, Singur Police Station for maintaining peace and tranquility so that the purpose for which the representation was made dated 5th March, 2025 is subserved and unnecessary interference be not made while there be progress in the activity referred to by the petitioner in the representation. In case there is shortage of deployment of police personnel, the Superintendent of Police, Hooghly Rural will monitor and ensure that no untoward incident results because of any illegal activity or obstruction so created in violation of the proceedings drawn up under Sections 126/135(3) of BNSS.

With the aforesaid observations, the writ petition being WPA 10519 of 2025 is disposed of. There will be no order as to costs.

All concerned parties shall act on the server copy of this order duly downloaded from the official website of this Court.

Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities.
