In view of the report filed by the department that the notices addressed to the appellant nos. a, b, c, d and the sole respondent returned with the postal remark "Deceased" and having regard to the fact that the appellants have not taken any steps for substitution, the appeal has abated. The appeal is dismissed, accordingly. However, there shall be no order as to costs. All interim orders stand vacated.
