Despite service of notice, the private respondent is not represented. Notice has come back with the endorsement 'refused'. Affidavit-of-service filed in court is taken on record. Learned counsel for the CESC Ltd. confirms the submissions of the petitioner that he was obstructed by the private respondent in the process of conducting the inspection for the purpose of granting electricity to the writ petitioner. In that view of the matter, the Officer-in-charge, Karaya Police Station shall provide sufficient force to the CESC Ltd. at the cost of the writ petitioner to not only conduct inspection but also for the purpose of installation of electricity meter and grant of electricity connection to the writ petitioner. The police personnel shall be entitled to break open any padlock and remove any obstruction whatsoever in the process of the CESC complying with the aforesaid order.

It is expected that the CESC Ltd. shall complete the aforesaid process within a period of seven days from date. With the aforesaid observations, the writ petition is disposed of.

There will be no order as to costs.
