The grievance of the petitioner is directed against non-supply of an electricity connection. The matter has been heard on repeated occasions and sufficient opportunity had been granted to the petitioner to file an application for a fresh electricity connection in accordance with law and in conformity with extant Rules and Regulations.

The petitioner is primarily aggrieved with the fact that he has to make payment to obtain a fresh electricity connection and refuses to make such Online application.

On behalf of the CESC, it is submitted that there is no application in the eye of law which warrants the CESC to perform any obligation at this stage. Notwithstanding orders dated 27th January, 2026 and 10th February, 2026, the

petitioner has been unable to file an application with the CESC authorities as prescribed in law. In view of the above, it is evident that the petitioner is not serious in complying with the necessary prescribed formalities as stipulated. In such circumstances, repeated adjournments sought for by the petitioner are frivolous. The petitioner has no enforceable legal right to avoid filing an application as prescribed in law. WPA 10986 of 2025 is dismissed.

Liberty is granted to the petitioner to make a formal application for an electricity connection in accordance with law after complying with all formalities and making payment of the prescribed fees.
