Kazi Mr. Masooq Rahaman ...for the respondent nos.5-14 Learned counsel for the private respondents produces copies of postal receipt which clearly indicate that the requisition notice was served upon the petitioner both at her official as well as residential address. Notice has been issued on May 12, 2026 in terms of Section 12(2) of the West Bengal Panchayat Act, 1973.

The receipt of requisition notice by the petitioner has been deliberately suppressed before this Court. There is no whisper of the same in the writ petition.

It is trite law that a petitioner must approach the Court with clean hands in order to seek relief therefrom. In view of the fact that the petitioner has not approached the Court with clean hands and has deliberately suppressed material fact, she is not entitled to any relief herein. On such score alone, the writ petition is dismissed. There shall, however, be no order as to costs.
